These next 3 chapters are called “The Suffering Chapters” because they speak a great deal of suffering and how we should deal with it as Christians who are living in a world that's lost, dying, dark and bad things go on everyday. We are living in a darkening world that is demonically inspired, and the end of the age is approaching as evidenced by what's going on in the world-politically, socially, environmentally… These chapters talk about the trials and tribulations that we meet in our daily lives.

13 Submit yourselves to every ordinance (regulation) of man for the Lord's sake: whether it be to the king, as supreme; At this time the king was Ceasar, and Peter is saying we don't have to like our leaders but we are to submit to them and obey their rules. Nero used to kill Christians at this time, hang them on stakes and light them on fire in his gardens.
14 Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well. When you read commentaries about this verse, they leave out the part that any leader who is in power and has authority was given that power by God. The leaders are there to punish evildoers and fairly judge those people under you, and you are to make laws that benefit mankind. They have a great responsibility, from the top man to the lowest man on the totem pole. Human government is in control now and it's not fair, but the whole world is not fair. But we are to obey them because God says so and God put them in power, temporarily.
15 For so is the will of God, that with well doing ye may put to silence the ignorance of foolish men: Your behavior in public and private....
