Who's in Charge Here?

The events of 9/11 when nearly 3000 American civilians were slain by 19 Al-Qaeda terrorists will long be in our memory. As we look back at the calamity of 9/11 and so many other calamities that have befallen our planet throughout the ages, questions naturally arise such as, “Who is in control of events on earth or is it all just random happenstance?” If God is in control, why does He allow bad things to happen? Where is God when bad things happen? Why is there so much suffering in the world? If God is sovereign over all things great and small then how is He not responsible for the bad things that happen?
