God is Mercy

What does it mean to say that God is mercy? Mercy is God holding back His just wrath upon the sinner and showing compassion instead. There are two spheres into which God operates His mercy. General and Sovereign. Both are complex and hard to understand and sometimes to accept, but well-worth the learning effort so that we may have a true understanding of God's sovereignty.
