Submit to God's Authority

God created the institution of government after the Flood, as recorded in Genesis 9. At this time, God allowed man to punish sin, setting up a structure by which sin would be punished. In Romans 13 Paul is saying that we must therefore, submit to this authority, and its God ordained purposes. However, what should believers do when government no longer carries out this purpose?
