According to this passage this 2nd Beast is clearly a human being and is called by scripture The False Prophet. He will be very clever, powerful, persuasive, captivating, charming, a genius who will be demon inspired and demon empowered.
The combination of the powers of hell and the powers of his own human talent cause him to be very convincing.
