To the Jew First and also to the Greek

Jews throughout history have been persecuted and abused by gentiles in the name of "evangelize" and forced conversion to Christianity. But was this type of conversion what Paul had in mind? What does it mean when he said, "to the Jew first and also to the Greek (Gentile)?"
