It's uncertain why the Psalter's Jewish collators situated Psalm 2 immediately after Psalm 1. But it is an appropriate sequel to the opening psalm. Whereas Psalm 1 extols the blessedness that attends those who are devoted to Yahweh and His Torah, the second psalm attaches that blessedness to devotion to Yahweh's king - the regal son who embodies His Torah by fulfilling His will and lordship in the world.
