God punishes his people, and they are often oppressed for their sins, but he does not destroy them. Jeremiah contrasts Israel and Babylon: There shall be a great reversal in their positions; Babylon shall know God's retirbution, but Israel his restoration. And what is the difference? It is the work of the Redeemer.
