Believers take refuge in Christ, v.16.
The scorners' refuge will fail, vv.17-22.
i. God's judgment exposes false hopes, vv.17-18.
ii. God's judgment can be recognised but without repentance, vv.19-20.
iii. God will not be mocked, vv.21-22.
