God's Will Be Done

Are all of these events random? Is God’s dominion over all or just the elect? What is the army in heaven and how does the LORD do His will? Does God ordain wicked deeds like the killing of babies? Are babies born innocent into this world? Is the death of a saint a loss? Do we come to a point where we despair of living any longer in this fallen flesh?
