In Jeremiah 3:1 God is speaking about that passage in Deut 24:1-4, where God stipulates that she shall not return to her first husband. In other words, God says here "He has found some uncleanness" in the nation of Israel. He has seen that they have committed spiritual adultery by worshipping many other gods.
