Apologies & Pastoral Authority

Pastoral Authority: The Baptist Press has a recent article about the rash of recent apologies re: the misuse of Church discipline. One of the solutions (toward the end of the brief article) offered by Bart Barber caught my eye. It advocates having the entire congregation vote on whether or not to invoke church discipline. But is that really Biblical? In that scenario we can clearly see that the authority in the church is located in the pews not with the pastors.
