Saved by Floodwaters

Can a doctrine be found in the account of the Noahic Flood where we read of the rising floodwaters and the bearing up and lifting up of the Ark above the earth? Or do the words of our text merely further the narrative of this biblical passage? Were the floodwaters an instrument in God's hand for death or life, for judgement or salvation?
