The Remnant
Romans 9:27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:
Romans 9:28 For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.
In other words, Isaiah also cried about this business of the remnant. Only a remnant from the Jews will be saved. Why is this so? We do not know. We have to leave it in God's hands. He knows what is best for the salvation of His people. Even though the number of the children of Israel will be as numerous as the sand on the seashore, only a remnant of them will become saved. Verse 27 speaks about the remnant of the Jews, and verse 28 speaks about Judgment Day. Both these verses are quotations from Isaiah. God directs us to go to Isaiah and read these verses as they stand in the OT.
