The problem of evil is essentially this: the Bible teaches that God is sovereign, the Bible teaches that God is good and therefore opposed to evil. If God is absolutely sovereign and if he's perfectly good, why does evil exist? That's the question. Why does he allow evil to exist? If he could eradicate it, if he has the power to eradicate it, why does he not do it?
