Paul is giving Titus instructions so that in his pastoral ministry on the Island of Crete he might be able to teach and instruct the church in righteousness. In chapter 2 verse 1, he tells Titus to "speak the things which are proper for sound doctrine." Proof of right teaching is right living, so in the verses that follow, Paul focuses on the qualities or characteristics that would be evident in the life of faithful disciples.
