Who doesn't need a word of encouragement? Israel certainly did. The northern kingdom had been overrun and carried into captivity. God had given warning through Isaiah of Babylon waiting on the sidelines ready to invade the southern kingdom. God sent encouragement to His elect. He pulled no punches calling Jacob, symbolic of His chosen ones, a ""worm"". Be assured, ""fear not"".
