Him Who Works All Things

The work of God is the theme of verses 11 and 12. He spoke not of God's decrees, nor of His secret will but His work. This is God's providential will carrying out His predestining will. The end goal is God's glory. That is the reason He chose and predestined definite ones to salvation and faith. He now governs for His glory.
