The Apostle, in this passage, asserts that those living in Jerusalem 'which is now' are children of the bondwoman, as Ishmaelites and not of Isaac. This is a spiritual identity overshadowing physical identity.
The latter reference to Isaiah 54 gives us insight into interpretation of several chapters of that book.
