So most likely meaning (cf Matt 24):
A.Near: 70 AD
You will not finish evangelizing Judea before Coming in Judgment upon Jerusalem
B.Far: Return at End of History
You will still be engaged in witness when I come again to rescue and to Judge

So expect progress and persecution til end. Read the last chapter!
As you are faithful, remember His fellowship (v24-5), the partnership of the Holy Spirit (v19-20), and salvation ahead (v22), when Jesus comes in triumph (v23)!
