Jesus quotes the first part of the chapter about Moses and whether divorce was allowed. The passage doesn't approve or grant the right of divorce, but rather protects the woman in such circumstances.

Law and punishment rely on God's revealed will. All are subject to justice because God is the One who will hold all accountable.
