God's Sovereignty vs. Man's Responsibility

Is God sovereign over man's salvation; or is man responsible to repent and believe on Jesus? Both are true. Man cannot and will not believe in his natural condition. A supernatural act must occur whereby God grants spiritual life to the dead sinner. This he does in the case of his chosen ones.
