In the usual application of this kind of Last Will or Testament, the Testator is the person who defined the conditions of the Will, was dead, and so the mediation/administration of the Covenant would fall into the hands of another person previously appointed to that task. However, in the New Covenant, both the Testator and Mediator are One in that the Testator (Jesus) “continueth ever” (7:24) and “everliveth” (7:25). Therefore, Jesus is both the Initiator of the New Covenant and the Mediator of all of its conditional requirements. It is important to understand that God's covenants are His governing principles for any given dispensation and are only for the believers within the time span of that dispensation. The New Covenant is a not new set of conditions for salvation. Covenants define how God will bless and administrate the lives of believers.
