Communion at Home? Romans 8

Questions:

1. Why can't we take communion in private at home? Why can only an ordained minister of the Word, lawfully ordained serve communion and baptize?
2. Is it okay for translators to supply the phrase "can be" in Romans 8:31b, "If God is for us, who can be against us."?
3. What is the difference between the discipline/chastisement God brings on His children and the punishment He brings upon unbelievers.
