Regardless of our earthly circumstances we must make an accurate assessment of our spiritual status. One's physical condition (rich or poor) is not always indicative of one's spiritual position. In James 1:9-11 James wants his readers to recognize and rejoice in their true spiritual state. He addresses two kinds of people in this text, the poor brother and the rich man.
