Atonement: For Whom did Christ Die?

Who is covered by the Blood? According to Romans 8:29&30, does anyone end up in Hell, whom God loves? John 3, speaks of two Worlds: the World of the Condemned (:19), and the World of those Born from Above(:3). 3:16, He so loved the Whosoever Will Believers, that He gave His Only Begotten Son for Them. God is not willing that Any should perish (II Peter 3:9), is a promise given to the Church, II Peter 1:1, not the World.
