Zechariah is a contrast between two shepherds. One is a good shepherd that cares greatly for his flock but is rejected resulting in severe consequences as detailed in the prophecies in this chapter. The second shepherd is despicable and who will be condemned and punished according to the prophecies in this chapter yet to be fulfilled.
