Paul quotes from Deuteronomy 30:14, that the Word of God is near. As near in fact as a mouth confession and heart belief. But what exactly is this confession and belief?
Jesus is Lord means that Jesus is God.
Jesus is Lord means that He is exalted over all principalities and powers.
Jesus is Lord means He is Lord of our minds and wills, ethics, time and careers, churches, the world, and missions.
Secondly one must believe and confess that God raised Jesus from the dead. The resurrection being the proclamation that Christ's atoning work on the cross was acceptable to the Father.
Whoever confesses and believes these things will be saved.
