The people of Israel demanded a king so they could be like the other nations. Samuel was displeased, but God told him to do as the people asked. Saul was a perfect king according to outward appearance, but was actually a terrible king. There are two controversial verses in this passage. Unbelievers love to bring verse 33 and say that God is wicked. The other is verse 35, which some say disproves reformed theology. Saul is a great contrast to Jesus, the King of kings.
