God's Promise and the Sign of the Promise

The Apostle Peter declares that the promises concerning Christ and the New Covenant belong to adults and their children (Acts 2:39). Baptism is a sign and seal of inclusion in God's Kingdom. The promise is greater than the sign. If the promise applies to children, how can any deny the sign? Like circumcision, baptism is to be applied to children.
