In the gospel, both the righteousness and the wrath of God are revealed. Verse 18 of chapter 1 is the beginning of an indictment against man that goes through Romans 3:20.
When you understand how bad of a sinner you are, only then can you appreciate the grace and goodness and mercy of God toward us.
The bad news comes first, but God has a cure!
