The case for infant baptism is fundamentally based upon the fact that the covenant of grace will always have a visible sign and seal. The New Testament is not less gracious than the Old Testament. Since circumcision is explicitly said to be the visible sign and seal of the covenant of grace in the old covenant, one must ask what must it be in the new covenant? The biblical answer in the New Testament is that it is clearly baptism. What does the Scripture mean in I Corinthians 7:14 that the children of a Christian parent are said to be "holy." It is covenantal holiness, but what does this mean?
