In What Sense is the Christian Carnal?

When the Apostle Paul, speaking of himself and his own experience in his struggle against sin says, "I am Carnal", is he speaking as a Christian or as an unbeliever? And if speaking as a Christian, then in what sense is he saying that a Christian is carnal? (Please note: I made a mistake at 21min. 30 seconds into the message. I said, "An unbeliever when they fall into sin does not want to stay there." I meant to say, "A believer when they fall into sin does not want to stay there.")
