Philippians - Joy in the Midst of Uncertainty

Can we know true joy even as we are faced with circumstances that shake our world (socially, emotionally, physically, financially, etc.)? God has told us, through Paul, that we can know this kind of underlying joy that releases us to be able to minister peace to all those we come into contact with.
