How Long Shall I Cry?

After a brief introduction (v.1), Habakkuk complains that the Lord has not heard his cries and that he is forced to see violence (vv.2-4). In vv.5-11, the Lord says that the people will see more violence than ever from the Chaldeans. Are vv.5-11 the Lord's response to Habakkuk's prayer, or is it (more probably) Habakkuk's quotation of the Lord's earlier prophecy regarding His plans to use the Chaldeans?
