Saul was being prepared as he witnessed Stephen's testimony & faith as he died. God prepared Saul and didn't give up. In verses 4-8, the people of Samaria had prepared hearts, probably from Jesus visit in John 4 and the women at the well. Simon did not have a prepared heart. The Ethiopian eunuch had a prepared heart.
