Local churches are "throughout the world", as the confession states - beware of parochial thinking.
Christians throughout the world are characterized by two essentials:
- A sound, orthodox, defensible profession of faith
- A history of obedience consistent with that profession.
Such professing and obedient Christians only are to be called "saints". Local churches are to be constituted by only such as these.
As the invisible church is the collection of the redeemed throughout all ages, so the visible church must strive to maintain that eternal standard, as best she can.
This requires a regenerate, confessional, obedient-to-Christ membership, that is under a voluntary discipline to maintain that standard.
