True Forgiveness

Many families are called upon to react to dreadful events, such things could be a stabbing or a shooting which has killed their loved ones. Some react by saying justice has to be served and the perpetrators punished, others sometimes say that they forgive unconditionally. Is the latter response correct? We know that God is merciful, and we too are called to be merciful, but is true forgiveness ever unconditional?
