In chpt. 3 a census is taken of all of the firstborn of the 12 tribes of Israel and of Levi. The LORD appoints the Levites to stand in Israel's stead to do their service and assigns them their task. In chpt. 4 another census is taken which ordains certain of the Levites to carry out that work.
