Please Note here that the Psalmist understands that God is still in control. The sad situation of his life doesn't indicate that God has lost control of the situation. Here, as in the first stanza, God is completely sovereign over the outcomes of history. The verbs of this middle stanza attribute the final effect of this Psalmist's situation to the hand of God.
9 But you have rejected us and disgraced us and (you) have not gone out with our armies. 10 You have made us turn back from the foe, and those who hate us have gotten spoil. 11 You have made us like sheep for slaughter and (you) have scattered us among the nations. 12 You have sold your people for a trifle, demanding no high price for them. 13 You have made us the taunt of our neighbors, the derision and scorn of those around us. 14 You have made us a byword among the nations, a laughingstock among the peoples.

Understand something... God does not take responsibility for the sinful actions of others. He doesn't commit the sin but he controls the history and the outcomes and no event get past His hand.
