In chapter 10 Paul has shown that God's purposes in election come about through the means that he has appointed: “faith comes by hearing, and hearing from the word of Christ.”
Paul now considers the case of Israel, and responds with three questions (and their answers):
"But I ask, have they not heard?"
"But I ask, did Israel not understand?"
"I ask, then, has God rejected his people?"
