In these verses, the Apostle Paul explains his desire and hope to see the Roman Saints on his way to Spain. We have no scriptural evidence that Paul indeed visited Spain, but he surely did go to Rome, but the circumstances were not as he had anticipated. Sometimes our best laid plans often never materialize. But the Lord directs every step.
