There is a contrast between what happened at Mt. Zion and Mt. Sanai. Haggai 2:6-9 speaks of the unshakable kingdom and concludes that this unshakable kingdom is a kingdom of peace.
The unshakable kingdom is the city of the living God.
In this kingdom are innumerable angels in festal gathering.
It is the assembly of the firstborn of the kingdom, the one with preeminence.
This unshakable kingdom is the courtroom of God, who is judge of all. It is unshakable because the Judgment cannot be appealed.
The unshakable kingdom is the home of the spirits of the righteous made perfect. This is the people who have been justified before God, have been declared righteous, and now that declaration has reached its goal and they are now glorified.
The unshakable kingdom is the seat of the mediator of the New Covenant. It has a covenant that cannot be broken because it has a mediator that cannot fail.
The unshakable kingdom was built upon the testimony of the sprinkled blood that speaks a better word than the blood of Abel.

The word receiving is a participle in the Greek, "The ones who are receiving." Let us, the ones who are receiving, be grateful for the kingdom. This unshakable kingdom is not something we can acquire ourselves. We cannot be good enough to earn it. We cannot do enough to be deserving of it. We cannot obligate God to give us a place.
The cost of the kingdom was extraordinary.
