God never decreed anything in time or from His consideration as to any event in time. To do so would make His decree contingent on the act or action of man. If God did not decree until He knew or saw an event in history, then His decree would not reside within Himself or be eternal. If God had to see the event before He decreed then God changed due to increasing in knowledge. God is unchangeable.
