What mean these stones?

In our narrative, God commands Joshua to have 12 men (one from every tribe) to take large stones from the midst of the Jordan and to set up a Memorial in the place where they camp that night.
With some study, I believe that we learn that there is also a 2nd set of memorial stones set up in the midst of the Jordan River.
What is the purpose of this? What do these memorials represent
