God here declares mercy to men of silent tongues, cold hearts, empty hands and multiplied offences.
The Lord emphasises that he himself is the bestower of mercy, identifies the act of mercy in blotting out transgressions, states the reason for mercy (for his own sake) and provides further assurance of mercy, in not remembering our sins any more.
This is good news indeed for great sinners from a gracious God.
