Why worship is a matter of the heart: because everybody worships something/someone, and form follows faith.
Exegesis: The issues that differentiate true and false worship: some have the Spirit, others do not (vv. 1-5); some repent, others do not (vv. 6-8); some take responsibility, others do not (vv. 9-12); and some leave a godly heritage (of worship), others do not (vv. 25-26).
