Regeneration is both Exclusive and Inclusive.
It is Exclusive, because Christ said, "Except". There is no other way of eternal life, apart of Jesus Christ
It is Inclusive, because Christ said, "Whosoever". It is for all of God's elect, both Jew and Gentile. Everyone of them will be regenerated in time by the sovereign, omnipotent Holy Spirit.
