The People of God

What does it mean to be the, "people of God?" This section in Acts 18:1-17, Paul is given a promise by the Lord that no one will harm him. Why? Because God has many people in this city. However, who are they? Does everyone who hears the Gospel respond in saving faith? If they don't is that the failure of the messenger?
