• Who gets disciplined
• Who is ultimately responsible for doing it
Who gets disciplined:

1. Church discipline being for those who continue obstinate in scandalous sin after private and public admonition
2. is also for those who although not grossly and obstinately scandalous are yet so stubborn and so unyielding in resisting the authority of the church that their continued enjoyment of church member would subvert all peace and order in the church.
